Baltimore City and Baltimore County Announce Completion of Water and Sewer Business Process Review

BALTIMORE, MD (Monday, August 16, 2021) — Today, Mayor Brandon M. Scott (Baltimore City) and County Executive Johnny Olszewski (Baltimore County) announced the completion of the region’s water and sewer business process review.
The City and County jointly contracted with NewGen Strategies & Solutions, LLC to perform the review. This was a comprehensive review performed by NewGen that evaluated everything from drought management and emergency preparedness to water billing and capital planning procedures. The review states that the systems have many positive attributes. It also makes observations based on best practices within the industry, and highlights areas where procedural and policy changes are necessary.
“Fixing the issues that have plagued our water system for decades is a priority for my administration, our residents, and our water customers,” said Mayor Brandon M. Scott. “This comprehensive review is a critical first step in fixing the system once and for all. Transforming our water and sewer system into one that works for all residents and customers is attainable, and now we have a blueprint to guide our efforts.”
“This comprehensive review provides Baltimore City and the Department of Public Works with an essential roadmap to make necessary improvements to the system,” said DPW Director Jason W. Mitchell. “One of my top priorities at DPW is fixing our water billing system, and I look forward to partnering with Baltimore County in this effort.”
Mayor Scott and County Executive Olszewski have directed the creation of a working group made up of Baltimore City and Baltimore County employees to examine and review the report’s findings and conclusions. Furthermore, they are charged with considering which recommendations are feasible and should be implemented. This working group will also be supported by members of the study team.
